How a hijacked Congress damages it
Count a captured decision in dollars and you have counted the smallest part of it. The larger cost is what it teaches.
The damage is not abstract, and it is not a matter of tone. It shows up as specific practices, each recorded as a named problem with its sources attached.
Exempting itself from its own laws
The body that writes a rule for the country carves itself out of it. Nothing about this requires interpretation: the rule is published, the exemption is published, and the gap between them is a matter of record.
What it teaches is precise and it is learned immediately — the rule applies to the country and not to the people who wrote it. Every citizen who has ever been penalised under a rule Congress does not live under has learned it personally.
Settlements paid and hidden
A wrong is compensated with public money and the record of it is kept from the public that paid. Two separate injuries: the conduct, and then the concealment of the conduct from the people funding the settlement.
The concealment is the more damaging half, because it establishes that the accounting itself is optional.
No penalty for stonewalling
An agency declines to produce what it owes and nothing happens to anyone. Not a fine, not a finding, not a career consequence. The obligation exists on paper and has no enforcement behind it, which means it is not an obligation.

Individually survivable, collectively decisive
Any one of these is small. A country can absorb an exemption, a hidden settlement, an unanswered subpoena.
What it cannot absorb is the lesson all three teach together: that the rules are for other people. That lesson is expensive, it compounds, and no appropriation reverses it.
