Intelligence service capture
This is the quietest of the three routes and structurally the strongest, because it does not require buying anyone. It requires only controlling what they know.
The mechanism
A member of Congress votes on matters whose facts are classified. The classification authority, the collection capability and the briefing schedule all sit with agencies that have their own interest in the outcome. So:
- An agency decides what the member is allowed to know before the vote.
- An agency decides when they learn it — which, near a deadline, is the same as deciding the vote.
- An agency decides what the member may repeat in public, which determines whether constituents can argue with the decision at all.
The test
Is the information the decision depends on controlled by a party to the decision?
Where the answer is yes, the vote is not fully the member's, and the citizen's vote for that member reaches less far than the citizen was told. This is the same test used throughout this area, applied to information rather than money.
Establishing it needs specifics from the record: which vote, which briefing, what was withheld, and who benefited from the withholding. A gap that runs consistently in one direction is evidence about who controls the gap.
Classification as the load-bearing part
Secrecy that protects sources and methods is legitimate and this movement does not propose ending it. Secrecy that protects a decision from its own electorate is a different object wearing the same label, and the two are told apart by asking who is harmed if the material is released: an adversary, or an agency's position in a domestic argument.

None of this is discoverable from outside without people inside who can speak, on the record, with specifics — not into the chain that is the subject of the report.
