A globalist deep state
Used loosely the phrase means nothing, and its looseness is convenient for the thing it names. Used here it has a definition that can fail a test:
Decision-making power that is permanent, unelected, operates across national constituencies, and is not answerable to any electorate.
Three properties, all of them checkable. Permanent — it is there before and after any administration. Unelected — nobody voted it in and nobody can vote it out. Cross-national — its positions do not change when one country's government does.
The test
Does the policy survive changes of party that voters were told would change it?
This is the whole discipline of this page, and it is a much harder claim to make than it sounds, because it requires showing three things from the record and not two:
- Voters were told a change of control would change this. Campaign material, floor statements, party platforms — sourced, dated.
- Control changed.
- The policy did not.
One instance is an anecdote. A pattern across administrations, across parties, on the same policy, is a finding about where the decision is actually being made.
What citizens already noticed
The people this site is written for did not need to be handed this argument. Both party bases have watched a position they voted against outlast the election that was supposed to end it, and both have drawn the obvious conclusion — that the choice they were offered was not the choice that mattered. This area exists to turn that conclusion into something a stranger can check, rather than something each side only believes about the other side's presidents.
What it is not
- Not a claim that every long-serving official is captured. Tenure is not evidence.
- Not a substitute for naming the instrument. "The deep state did it" is not a finding. Which policy, over which administrations, against which stated promise.
