Who the deep state is

Used loosely, these words mean nothing, and their looseness is useful to whatever they name. Used here, each one has a definition that a specific claim can fail.

The three terms

Deep state

Permanent, unelected decision-making power that persists across administrations and is not answerable to any electorate.

Three properties, each checkable. Permanent: present before and after any administration. Unelected: nobody voted it in and nobody can vote it out. Unanswerable: no constituency can remove it, and none was ever asked. Long tenure alone is not evidence — plenty of career officials are exactly what they appear to be.

Global elites

Interests that operate above and across national constituencies, whose positions survive elections in any one country.

The test is durability across borders, not wealth. Being rich is not the claim. Holding a position that no electorate anywhere can dislodge is.

The Epstein class

The network of people placed in the Epstein matter by the public record, including sealed and court-produced material as it has been released.

The definition is deliberately mechanical: what the record says, not what is widely believed. Where the record is an allegation, it is published as an allegation, attributed to the source that made it.

The rule about who gets named

A living person appears in one of these categories on this site only when the public record puts them there — a court document, a filing, an official proceeding, a released government record.

  • No claim that a living person committed a crime unless a court established it.
  • Everything short of that is attributed: according to, alleged in, named in, with the document linked.
  • Being adjacent to somebody in the record is not a finding. Proximity is not evidence.

This is not squeamishness. An unsourced claim is the easiest thing in the world to discredit, and discrediting one is how an entire record gets waved away.

What this is not

  • Not a theory of everything. Each file stands or falls on its own sources.
  • Not a claim that institutions are uniformly captured. The claim is about specific decisions with specific records.
  • Not a substitute for the mechanism. How capture is detected and proven is Congress Working For Citizens.
