Bonhoeffer Criteria
The standard for who counts as a modern Dietrich Bonhoeffer for this movement. We are not looking for the loudest voices, the most famous names, or the people with the largest platforms. We are looking for ethics-first individuals who are willing to publicly name what is actually wrong — and who will not stop talking about it.
A person does not need to satisfy every criterion to qualify. The pattern matters more than any single bullet. Across the list, a real Bonhoeffer is someone who understands, who speaks, and who will not be silenced.
The Criteria

Articulates the blocker. Willing and able to clearly name what is preventing real democracy in the United States — the actual structures, actors, and mechanisms — not vague abstractions.

Speaks out publicly. Goes on the record. Does not hide their analysis behind closed doors, anonymous sources, or polite hedging. Public stance is part of the criterion.

Understands the situation. Has done the work to know the history, the power structures, the players, and how the pieces fit together. Not reacting to surface-level news cycles — operating from a real model of how the system actually functions.

Will not shut up. Continues speaking under pressure — social, professional, financial, or legal. Persistence is a defining trait. People who fold under the first wave of consequences do not qualify.

Willing to publicly state when a US intelligence service is causing problems inside the United States. Including illegal surveillance of citizens, political interference, retaliation against whistleblowers or journalists, and domestic operations that violate the rights of Americans.

Willing to publicly state when a foreign country is attempting to control or influence US politicians. Including foreign intelligence operations on US soil, foreign-funded influence networks, foreign lobbying that crosses into coercion, and covert pressure on elected officials.

Willing to publicly state when US politicians are being controlled. Whether the control mechanism is donor capture, blackmail, foreign interests, intelligence services, party machinery, or any other captured-power arrangement that causes elected officials to serve interests other than their constituents.

Willing to publicly state when intelligence services are causing deaths or murders of American citizens. This applies to both US intelligence services and foreign intelligence services. It applies especially when those killings occur on American soil. A real Bonhoeffer demands investigation and accountability rather than looking away.

Ethics first. Willing to accept personal cost — to career, reputation, income, or physical safety — rather than stay silent about what they know to be true. This is the Bonhoeffer test in its purest form: the willingness to stand against evil at personal cost.

Cannot be bought. Has not traded their voice for access, money, a title, a media deal, or proximity to power. Independent in the way that matters — independent in what they are willing to say.

Executive experience. Has held a leadership or executive position managing a sizeable organization of people. This counts whether the role was inside government (agency leadership, military command, senior staff) or outside government (running a company, leading a nonprofit, heading a media organization). Both forms are valuable. Executive experience demonstrates the ability to make decisions under pressure, manage adversity, and lead a team under public scrutiny.

Willing to criticize Israel publicly. Specifically willing to publicly name when actions, policies, or operations of the Israeli government cause harm — to Americans, to neighboring populations, or to US foreign policy interests. Public criticism of Israel is one of the highest-cost positions in American politics and media; willingness to take and hold that position is a strong indicator of independence from the dominant political-media incentive structure.

Worked in government. Has served inside the US government in some capacity — elected office, military service, intelligence community, executive branch, congressional staff, or appointed positions. Inside experience matters because it shapes the candidate's model of how power actually operates, where the leverage points are, and where the failure modes hide.

Active political voice on social media. Uses social media — X, podcasts, YouTube, Substack, and similar — as a sustained channel to publicly call out specific wrongs by name. Volume of substantive political content matters; a single statement does not qualify. Distributed reach is what makes a Bonhoeffer hard to silence: shutting down one outlet does not shut down the message.

Economic and macroeconomic literacy. Educated and articulate on macroeconomics, monetary policy, fiscal policy, trade strategy, and the economic positioning of the United States relative to other powers. Understands how economic strategy at the country level — industrial policy, currency policy, supply-chain dependencies — interacts with political power. Stronger economic literacy is a stronger qualifier.
Scoring (1–10)
Every person evaluated for the Bonhoeffer list is scored on every criterion above on a 1–10 scale. Each Bonhoeffer has their own page with their score table — see the individual person pages linked from the Dietrich Bonhoeffers and Politician Challengers lists.
Scoring guidance:
- 1–3: Does not meet the criterion. Limited or no public evidence of the trait.
- 4–6: Partially meets the criterion. Some evidence, mixed pattern, or insufficient public record to judge.
- 7–8: Strongly meets the criterion. Clear public record and a sustained pattern.
- 9–10: Definitive. The person is publicly known specifically for this trait, with a long, consistent, costly track record.
Scores are based on public conduct and public statements at the time of writing. They are not accusations, and they are revisable as a person's pattern changes.
Why This Matters
The 1,000 Bonhoeffers concept exists because a single reformer can be neutralized — discredited, deplatformed, removed, or worse. A distributed network of people who match the criteria above cannot be stopped the same way. Removing one does not silence the rest.
