The Flamingo Award
The Flamingo Award is what a person is given for everything outside their in-office voting record: transcripts of their own words, interviews, background, resume, education, public commitments, and qualification assessments.
It is the only award most people on the Good New Leaders roster can have, because most of them have never held office. It is also the only award of the three with a state meaning we have not looked yet — and that state is not a finding against anybody.
The three states

The rule that governs everything here
The red and the gray-brown must never collapse into one another.
They are the difference between we considered you and gave you nothing and we have not considered you, and the second is not a claim about the person at all. Rendering them the same way — or letting "unassessed" quietly sort with "failed" — would publish an accusation the movement never made.
This is why all three states share one silhouette and one pixel footprint, and differ only in fill. A reader learns one shape and reads its colour, and no layout can accidentally turn an absence into a finding.
The wall
Nothing here touches the Monkey or the Llama. Those are computed from the in-office voting record alone. Transcripts, interviews, background, resumes, education and qualification assessments feed this award and never bubble up into those.
A person can hold both kinds at once — a voting-record award on one side, a Flamingo state on the other — and they render side by side without either contaminating the other.
