Captured Congress is the blocker
Both party bases have wanted the rigged layer gone, have voted for people who said they would remove it, and have watched it survive anyway. The usual explanation is that the other side blocked it. The record supports a duller one: a captured Congress does not pass the fix that removes what captured it — no matter which side drafted the fix.
That single fact explains why two sincere agendas can both go nowhere for decades, and it is the reason this area does not open with an economic program.
What it looks like from either side
- A Republican fix aimed at the carve-out, the subsidy or the bailout arrives, gets thinned in committee, and emerges without the section that mattered.
- A Democrat fix aimed at the money in the process, the disclosure gap or the concentration arrives and takes the same route.
- Both bases then conclude the other side killed it. Frequently neither did: the provision was removed by people neither base can name, at a stage neither base was watching.

So the shared work is not one shared program
We are not asking a Democrat and a Republican to agree on which layer is the rigged one. They may name different rules, different beneficiaries and a different order of importance, and each community writes its own plan on its own door — see One App, Four Doors.
What they can do together is the step that comes before anybody's plan: replace the captured incumbents with challengers. Not challengers who promise the right economics — challengers who are strong enough not to be captured once they are in the seat, which is a different property and is measured differently.

Then each side's plan finally has somewhere to go
Once the seat is held by somebody who is not carrying the layer, the community's own package stops being a wish list. It has to become actual legislative language: numbered sections, effective dates, and the repeal list attached — published in the open, waiting for a sponsor, so a citizen can point at the exact text and ask their representative why it has not been introduced.

The end state, in either vocabulary
Both bases describe the same destination in different words: the healthy economy left standing, the rules the same for everybody, work worth doing, and nobody's advantage coming from having written the rule.
