Abortion Rights, and Why the Codification Never Comes

The pattern this community keeps living through: the votes arrive, and the promised codification never happens.

  • The reason is not bad luck and it is not a mystery. An unresolved issue is worth more to an incumbent than a settled one — it raises money every cycle — and the money that benefits from that keeps it unresolved.
  • The fix is a measurement, not a promise. Candidates get measured on whether they will actually pass it, not on whether they will campaign on it.

Why a bill that never gets a vote leaves no fingerprints​

A bill that never reaches the floor produces no roll call. Nobody ends up on record, so there is nothing to answer for at the next election. That is what makes this pattern survivable for the people running it, and it is the specific thing this system is built to record.

  • We record who stopped it. Who kept a bill from ever reaching a vote is tracked as its own fact, stored next to the bill it was used on. It is the one act that leaves no conventional accountability record, so we keep one.
  • Blocking counts as the heaviest act there is — heavier than voting no. A member who votes no took a public position and can be answered for it. A member who made sure the vote never happened removed the record itself.
  • Where no member-level record exists at all — a voice vote, a committee action taken without objection — that gets written down as a gap rather than skipped. "No member is on record on this" is itself the finding.
