Democracy as promised

The deal

Representative democracy is a delegation with a check on it:

1. You cannot personally decide every question, so you elect somebody to decide on your behalf.
2. They decide.
3. You can see what they decided.
4. If you do not like it, you replace them.

Steps 1, 2 and 4 are in reasonably good shape. Elections happen, representatives vote, incumbents sometimes lose.

Step 3 is the one that broke, and it is the one everything else depends on. A delegation you cannot audit is not a delegation. It is a transfer.

What breaking step 3 looks like in practice

Provisions arrive inside vehicles nobody can vote against. A consequential change rides inside a 4,000-page must-pass package. The representative's yes vote is real and it is also not a vote on that provision, and both of those facts are true at once.

Decisions move to where there is no roll call. Committee, rule, calendar, conference. Each of those can end a bill, none of them produces a record you can look up, and the outcome is identical to a vote against.

The record is produced slowly enough not to matter. A document released after the decision it would have informed is not disclosure; it is archiving.

The people who could compel the record are the people it is about.

Why this is not a partisan claim

Every mechanism above is available to whoever holds the gavel, and every one of them has been used by whoever held it. That is precisely why the movement's yardstick is structural rather than political: a rule that only bites your opponents is not a rule, it is a tactic, and it will be turned around within one cycle.

The test the movement applies to itself, in exactly these words: would this still be true if the person it lands on had a different letter after their name? If the answer is no, it does not ship.

What repairing step 3 requires

A duty on a named person, a date, a consequence for missing it, and somebody outside the body being checked who can verify it happened. Every fix bill in the movement's library is some arrangement of those four things, because there is nothing else that works.
