Blocked from a vote

The act

Somebody kept an instrument from advancing. Held in committee. Denied a rule. Left off the calendar. Stripped in conference. Run out of session.

The outcome is identical to defeating it. The record is blank.

Why a blank is not nothing

This is the exact structure of the deadlock pattern, applied to procedure. The absence of a roll call gets read as the absence of an event — so the most consequential decision available in the system is also the least visible one.

Treating that blank as nothing happened is how the least accountable act in the process became the safest one to perform.

So it is recorded as an event

• Who held it.
• At what stage — committee, rule, calendar, conference.
• By what mechanism.
• A source for each of those.

Not one citation for the paragraph. A citation for the act, and a citation for the stage.

Why it weighs about thirty floor votes

The single most consequential weight in the product, and it deserves its argument stated rather than asserted.

A floor vote is one voice among hundreds, cast in public, with a roll call anybody can look up. It is accountable by construction: a citizen who dislikes it can see it and act on it at the next election.

Keeping a bill off the floor is one person deciding for everyone, in a room, with no roll call and often no record that a decision occurred at all. Largest effect, least accountability, and no trace for a citizen to respond to.

Weighting the two equally would mean the arithmetic rewards moving your damage into the room where nobody can see it. So it does not.

Where it lands

Blocking a repair is heavily penalised in the Llama Award. Blocking a problem law is credited. Same verb, opposite sides — which is why the classifier has twelve categories rather than four.

Where we cannot attribute it

Sometimes a bill is known to have died at a stage and not reliably known by whose decision. That is recorded as a gap — died here, unattributed — never assigned to whoever is most convenient.

It is also an open invitation. A citizen with access to a local archive can close it.
